A band of terrorists, headed by a British leader and a deranged individual (portrayed excellently by “Rowdy” Roddy Piper), seize control of the Hoover Dam. They threaten to execute civilians and dam employees they’ve captured unless they receive a $25 million ransom. However, they didn’t anticipate the intervention of Sheriff Jacob Harper (played by Don “The Dragon” Wilson), a former Army Ranger whose father is among the hostages. When the FBI assumes command of the situation and removes him from his position, Harper is compelled to confront the terrorists alone to rescue his father and any remaining hostages.
