An FBI agent, played by Michael Rooker, teams up with a female police officer, portrayed by Diane DiLascio, to take down a group of rogue cops who are eliminating criminals. The renegade group is led by Robert Patrick, while Louis Mandylor plays a hesitant young officer who becomes part of the assassination squad.
