Following the murder of Tokyo’s Governor by Yakuza operatives, the CIA’s head in Tokyo, William Atherton, enlists the help of an agent, Steven Seagal, who grew up in Japan and was trained by former Yakuza members. Leveraging his past connections, the agent swiftly uncovers that a conflict is on the horizon between the traditional Yakuza members and a young, unhinged leader, Takao Osawa, who is linked to the Chinese Tong.
