Twenty-six years ago, government forces were commanded to shoot at citizens in Gwangju who were protesting for democracy, resulting in the deaths of thousands. In the present day, a national team marksman, a gangster, a police officer, a corporate CEO, and the head of a private security firm become entangled in a scheme to bring the individual accountable for the massacre to justice.
